I'm not sure if the NCAA can "force" a school to join a conference and I'm not sure there's much incentive for Notre Dame to do so given their exclusive agreement with NBC that runs through 2015. Which is probably a big sticking point with the BCS rules committee.

That said, Notre Dame has increasingly found itself on the outside looking in when it comes to matching the success of the other major programs around the country. I think their inability to recruit top notch talent like they once did has been a major cause for their decline over the past decade. Not to mention the carousel of coaches. I believe they just stop paying Ty Willingham for his contract just two years ago.

I wonder what GMScud thinks of Notre Dame's failure to field a powerhouse.
