I'm rooting for either Thomas or Carr to pair up with either Garcon or Colston (but if I know Shanny he'll go for the physical phenom in V-Jax if we get a WR).

The cap rollover is new in this CBA. If a team has cap room left from the previous year, it can be rolled over to the next year - if a team sends in an official letter requesting it. I would assume the Redskins sent that letter.
