Yeah, that's why there's a CBA. The NFL can make up rules about player safety and things like that, but I'm pretty sure they can't just make up salary cap rules on the fly.

They usually don't make up playing rules like that either. It's brought up at owners meetings and discussed and voted on then put into action the following year not midseason.
