baltimore and DC are designated secondary markets. So, in balt if ...

ravens and skins game at same time = no skins in balt
ravens and skins at diff times, skins away = balt fox must show game
ravens and skins at diff times, skins home = balt fox has discretion

i read a qoute where balt fox said, in response to not living up to their secondary market duties, that ppl in balt dont want to watch skins games and they get more viewers showing another NFC game.

i believe this is right, not super confident though
