There were some other examples before this but they were kind of hard to spot,go to the 5;25 mark in video and theres clear footage of runner getting up twice after being tackled

I got ya. Yeah seems like he kind of trips himself up both times and no one really touches him while he was down so he gets back up.

I rewatched it,the first time he is def tackled by packer,2nd time he's tripped by own players
Look at 4:08 and 4:26 and youll see some others get up after being tackled.On the people that dont get up,youll notice they cant,people either pile on or hold them down till ref calls them down.Ive googled it and I cannot find when the rules were changed

History of NFL Rules

1955-A rule change declared the ball dead immediately if the ball carrier touched the ground with any part of his body except his hands or feet while in the grasp of an opponent.

Apparently before that you had to be down for like three seconds

Nice. You're not down until Butkus or Nitcshe make sure you're not getting up.
