Much of the reason if not all of it is the amounts of Sea Air ,salt concentration. Mooby lives on the Shore, yeah a bit inland but still typically shore weather. Baltimore and place's around there , Annapolis , So. Maryland get some of the same due to the Chesapeake bay and it's mixture of Salt and Fresh water.
DMV usually gets hammered when the storm comes from the South and the cold air comes from the West. They meet around VA,DC or Maryland and it's heavy wet snow.

When you are out on a trail at a state park, where signs are posted on every trail head, dogs must be on leash and some one has their off leash dog running at me while I am out for my run. Then has the audacity to tell me "it's okay she's friendly" Okay random stranger I'll take your word for it.

i seriously don't understand this, like what are the pros of your dog off leash? i can't think of any but i can make a huge con list

i have three dogs they are never off leash in public; my lab if we are going do ball we go to basically deserted sections of the county and i threw it to him then back on leash for the walk back to the car

i see it all the time on busy trails with bikes and runners other leashed dogs etc, it makes zero sense

Con's: Everything else, including up to being illegal altogether.

White trash losers who are an embarrassment to their race, city, county, country, the world. This can come in many forms. This morning it came in watching this white lady, perfectly able bodied, letting her black lab take a giant shit and just keep walking. She had no idea I was coming from a different direction. That isn't something you do once either, she had no intention of picking it up. So that means this piece of shit human being lets her dog shit all over our community, likely every day.

I would say the last several years I would be on a run on trails and I would find a bag of dog shit. This happens all the time. I have no clue if a person is coming back for it, or if they picked it up because people are around and then tossed it to the side of the trail when no one was around but it has become very common and grinds my gears.

I'm gonna go with they tossed it and aren't coming back. Hate people that can't even do basic decent things like picking up after your own dog. Not that hard of a concept, unless you're an asshole.

It's like the cart test - I judge people who can't walk their cart back to the cart rack after they're done shopping. It just basically says "idgaf about anyone else." I dated a girl like that once, coincidentally she also happened to be an asshole who didn't care about anyone else. It's a proven system.

The Cart person's are most challenged older adults so I try to befriend them and help , I all so tip them at Christmas time.
