My intuition, and I would put money on this, is Manning's biggest hesitation about coming here is Kyle's presence.

I offer that it is not an either/or. We could sign PM and draft RT, letting Tannehill learn behind Manning. Then we'd be set with high quality quarterbacking for years.

The only way for the Redskins to get Tannehill is to reach for him at #6. Even if the Redskins do sign Manning in free agency, and then draft Tannehill, that wouldn't be such a bad move so I agree with you there. But there are other options than Tannehill at quarterback. Either of the QB draftees would benefit with a few years behind Manning and possibly Grossman if he is re-signed.

You would have to sell Manning on the move before hand if you were to sign him. Any team he goes to he's going to want those early picks to go towards potential first year starters.

According to the draft gods (magazine)...

Ryan Tannehill-

Upside- Tannehill is one of the best athlete's in this QB class. A converted WR, he has excellent feet and balance, and he keeps his accuracy on the run. He has a quick release and a great feel for the subtleties of the position, looking off defenders and staying poised under pressure. He worked under former Green Bay Pakers coach Mike Sherman in a pro style offense.

Down Side- Arm strength is iffy. Tannehill has an awkward throwing motion and pushes the ball more than he flings it. Pass knockdowns aren't a big issue because of his size, but he doesn't stretch the field. Raw after only one full season as a QB.

Bottom Line- He probably need another year to get ready, but a potentially solid starter in a West Coast offense.

Well to go off what you are implying, lets say RGIII is a bust. It takes the team 3-4 years to finally make the decision not to give him another chance. We trade four to five draft picks for him, and slug along for 4 years never accomplishing more than we have in the last three years.

Going through a HC or two in the process.

Just saying. There is risk to it all, and this is what this decision is going to be either way. For me I see the risk in signing PM to a deal is what you said above: two years and he is done. BTW if we only get two years out of him because he is never gets fully heathy. This would get us in position to fix the problem again. RGIII is not the only good quarterback to come out over the next few years. The reward is getting 4-5 good to great years out of him, and winning a lot of games between now and then.

Trust me I get RGIII. If we were drafting in a position to draft him, I would draft him. BUT Peyton Manning's don't hit the market to often.
