Very true...thats why this subjective shit is garbage. Just like the taunting penalties. Leaving it up to peoples feelings will never really work out well for someone.
Violating the protocol should be a very structured fine. If you do this, then this is the exact penalty. Seems like they can penalize and fine whoever they want all types of willy nilly. Well, I for one, thumb my nose at that.
