Anything in the 20 and 30's and you can market it as fast for a running back. However the only guys that can get away with being fast and still wearing 40 are safeties.
40's are for Fullbacks and Tight Ends that want to be cool. Just look at how many 40's there are here. pro bowl fullback - Google Search Lorenzo Neal, Mike Alstott, Tony Richardson, Vontae Leach, Mike Sellers, Lawrence Vickers. You want to wear a 40 number you have to be a complete bruiser. (see Stephen Davis and Ryan Torain).

I like Hightower in that #39 jersey and he does remind me of smaller Steven Jackson of the Rams.

Well if you can remember Larry Csonka, he wore #39 for the Dolphins for many years. He was bulldozer in the 1970's but not as fast as Hightower. Tim is a smaller version of Steven Jackson for the Rams.
