for sex? yes, maybe add some more stipulations on the other party's age relation, but 16 and 17 or 18 is really not a large jump in mentality for that

another ridiculous law, I think that you can actually enter at 17 now though.. granted 21 gives you a lil more jumpstart into life away from high school, everyone you have to worry about at 21 was already drinking at 18 or younger anyways.. maybe they could do something gay like non-distilled alcoholic bevs can be 18 and distilled at 21 if they refuse to just lower the age
