One of RR's first comments after the season was it was a mistake not to have a true qb competion. I think that he will give a reasonable attempt to push the eventual starter through competition. Also, Fitzgerald's money was not in the class of unquestioned starter, it definitely was backup qb pay.

So while I think Fitz starts IF either qb clearly steps up I won't be surprised to see him be a backup.
