Because his fundamentals/accuracy have been poor since he's arrived in the NFL. His footwork is bad and he clearly has issues reading NFL defenses. Rookie, young qbs in the NFL need to at least demonstrate reasonable fundamental soundness. Haskins has not. He also hasn't displayed the greatest attitude at all. Just go back to his reaction when WFT drafted him. He nearly looked despondent. RR is no stupid man, and knows Haskins isn't the guy.
