I'm not sure what a "vaccine denier" is, but I think he's referring to individuals who are disseminating or circulating false or uncorroborated information about the vaccine. I don't think he's referring to individuals who are hesitant to get it, those who do not want to get it, or those who are advised not to get it - for various reasons.
