Because the Skiins are rebuilding, going after Peyton Manning would be the wrong move for this team. We are not going to be competing for a title for at least two more seasons, if nearly everything goes well. Not to mention that Peyton is a very big injury risk which the Skins cannot afford to take.

As for the Free Agent pickups. these were a different type of FAs for the Skins. They were younger mid-level FA's - not silver bullets but good players who filled needs - who should be around when the team has been rebuilt. To rebuild, we need good young players who were drafted and good young players who were acquired through Free Agency.

Our designated Franchise QB will almost certainly be drafted.
I don't know where to point to suggest rebuilding is taking place. Shanahan says, and you can tell me if you think he is being dishonest, that the young players who are playing now are not necessarily doing so because they should be, but because there is no one else healthy enough to play.

Maybe there is some motive causing him to lie about the state of the organization. But with the general manager not believing in rebuilding, the head coach doesn't believe in rebuilding, and the owner not sure what the heck the difference is anyway, I would suggest that rebuilding is a figment of the fans imagination.

There is nothing fundamentally different with this organization now vs. five years ago. There are different decision-makers, being that Bruce Allen is not Vinny Cerrato, and Mike Shanahan is not Joe Gibbs, but whether or not the decisions are consistently better than in the Snyder-Cerrato-Gibbs days is not something I think I have enough evidence to pass an opinion on. I think it looks pretty similar.

The front office is pretty much the same guys as five years ago. The only thing different is a couple of people at the top who hold the authority. The fact that the scouting department is still marginalized is identical between the regimes.
