Here's an idea... Why don't we take some of that defense money and start using it on alternate fuel sources? I also heard that there's a carbeurator that was developed years ago that allows for 80-100 MPG, but the oil companies bought the idea. I don't know if that's conspiracy theory or not, but it sounds interesting.
