He has had 1.5 years to recover from all his injuries, it usually takes 2 years to recover from major knee surgery. I would not be surprised if he looks like his old self next year (speed wise) it wouldn't be a bad gamble for a team to sign him, especially on the cheap side.

No doubt he can regain his speed. What I doubt is that speed alone can make for a successful starting QB in the NFL.
