One thing we don't talk about as much as we should is the concept of having role players. As you pointed out in your post, the Skins must think that Reyes has the potential to help as a situational inside pass-rusher. Joe Barry coached him in SD, so the Skins know more about him than most teams. He isn't going to be highly paid so he's worth a shot, IMO.

Joe Gibbs was known as "the ultimate role player coach" and he did alright.
