There are good free agents like Janoris Jenkins, who can be a cog on a defense. And then there are absolute game changing players. Norman is one of those. It's not at all unlike JJ Watt or Khalil Mack hitting the market. You don't ask questions, you just do what you can to get them. I made the exact same argument with Jackson.

Scot knows. This is not your typical free agent. You just make the move and figure out the cap situation later.
