At least 3 dead in shooting at Munich shopping center

Police declared an "acute terrorist situation" Friday in Munich and shut down traffic and rail service in the southern German city to search for as many as three gunmen who went on a shooting rampage at a shopping mall, killing at least eight people.

Police said a ninth body was found at the scene of the attack and authorities were investigating whether it belonged to an attacker.

A 40-year-old man has been charged with the murder of Kyara Newell, who died Thursday morning after being shot while riding in a car early Wednesday in the Rogers Park neighborhood.
At 12:24 a.m. Wednesday, the 26-year-old Newell was the passenger in a vehicle driving southbound in the 2300 block of West Arthur when two males on the sidewalk nearby opened fire, authorities said.

From 1993 to 2012, the percentage of Russian elites agreeing that military force “will always ultimately decide everything in international relations” rose consistently, almost tripling from 13 percent in 1993 to 35.8 percent in 2012. That increase has continued even more dramatically, so that 52.9 percent of Russian elites now say that they believe military force is decisive. That’s a majority, for the first time.
