The US is a huge market with ALOT of sway. I believe that you can best negotiate from a position of strength. With those two points as a base, I think the tariffs gives the US negotiators leverage to get deals, ie revamped NAFTA, that are fairer to US products.

I doubt any country will truly want to engage the US in a severe trade war as both sides would be hurt but I think it's a valid approach to remind other country's with a shot across the bow that the US does have tools at its disposal if countries think they can create unfavorable conditions for US products and sidestep agreements in place, or run up massive trade surpluses with the US.
