My biggest issue with Gruden was going away from the run. Mitch Tischler said it best during the Redskins Talk Podcast, that series of play when Keenum missed McLaurin and PRich had a drop, they should have run the ball and give the defense a rest.

All this will be a moot point if/when Reed returns and they can activate AP.

On your point about developing young players, yes develop them. But start your best players period. Do not let age, where drafted or contract influence your decision on starters.
Coaches coach and FO should stay out who starts.
