This is what I don't understand. What makes someone so broken and sadistic that this can ever be a possibility? And how do we identify and help these people or if help is not an option, get them off the streets?

It's hard to find a solution to identifying the .1% of sick fucks we have in a country of 300+ million people, and monitoring them forever and taking whatever action is needed.
