I feel skeptical about it. But I think this opens the door for someone to potentially make an offer that Dan can't refuse. According to Forbes, the team is worth $5.6 billion; I'm pretty sure Dan will listen if someone offers him a billion or two above that price.

Just about anyone that buys the team will be given the benefit of the doubt by the local governments and should be able to do a stadium deal right away.
