I mean I think it's a fair take on every position on every team, but it's definitely a reasonable position for a 2nd year guy, with 1 start.
As a Howell sunshine pumper, I still never felt differently. I just don't want to trade away picks to try to upgrade. Sign a couple guys, draft a couple guys, or 1 of each, and let all 3 compete. I think he's good enough, that you can bring in competition thru FA and the draft, without losing picks. And he will beat those guys out. Basically, next year, I think Howell will be a top 20 NFL QB. That's an improvement over 2022, and he will only get better, with still 2 more rookie year costs after 2023.
