I agree but I ask what will Boss's due to control the tips . Many pool the tips and divvy it up later some weekly, some monthly, some keep them. If they aren't tax they won't be reported. I see the Below Deck tip as no different than the server tip. If it's reported then you have to pay taxes. If it is in cash well I got no problem with the wink wink method of not reporting. I was after all a bartender in the 80's when all the tips were cash and none were reported.
