Lower-round picks tend to be a bit shorter in length. Derrick Dockery, a 3rd rounder, got a three year deal if I remember correctly (the 'Skins wanted him for 4 years).

Or you can look at it another way. Either Mark Wilson's agent thinks Wilson has the potential to be better than a 5th rounder's salary and so he wanted a short term deal, or the 'Skins don't think that much of him and so they signed him to a shorter deal.
