Maybe you can get one of those 'city' antennas: the little ones that don't go up on the roof. Maybe this will work for you ???

Comcast is legally made to carry the local stations, which in your case would only be the B'more stations. I kinda doubt that they would carry the DC stations without being required to. I don't even know if that's legal.

So, I guess DirecTV sunday ticket or an antenna would be your only option.
