Week 17 Flex Game possibilities

That's correct - only Sunday games are eligible for the flex game. See the link in the second post for the rules governing the flex game.

Has a 1pm game ever been moved to 415? I thought the flex only allows 1 and 415 games to be moved to 8pm.

Games move from 1pm to 4:15pm infrequently, but it happens. FOX and CBS will try to put in the best matchup late in the year in their National game, but it has to be done X amount of days beforehand so that fair warning can go out. I know it's happened a few times to the Skins...

The first Skins/cowboys game this year was moved from 1 to 4:15.

I may be wrong, but I think Fox and CBS can pretty much move their one o'clock games to 4:00, and vice versa, at will.

And yes, 1:00 games are often moved to 4:00.
