At this point, it's one of two things. 1) She's quite interested and wants to talk to him or 2) She was being nice in giving him the phone number, and she'll tell him over the phone instead of to his face that she's not interested.

So, for his sake, the sooner, the better. That way he knows where he stands, and can move on.

About 2: When I was younger and a girl approached me that I wasn't interested in...I would give her the wrong number without flinching. To hell with telling you over the phone, I'll never see you again
