I doubt it, not in court anyway. Like SGG said, it would be really difficult, if not impossible to establish that you have suffered directly as the result of "this administration."

Also, I doubt you can sue "the administration," so who are you going to sue and for what? Bush himself? To do that you would have to establish some sort of semi-plausible direct relationship to the actions of George W. Bush directly affecting you in a negative way. I'm no lawyer, and SGG can probably answer this far better, but that just seems far fetched.

I know it's really trendy to hate on the "current administration" and feel like a John Stewart in your own little way, but there's a world of difference between whining about the supposed crimes and actually filing a legitimate lawsuit.
