Yeah, it's offense 101 that the playcall dictates the QB action.

Campbell has been struggling on shorter drops because the receivers very often do not run off the coverage on their 5-7 yard routes and then Campbell looks sort of confused on where to go with the football, because it's supposed to be a given throw. He's smart enough to not throw the football, but not experienced enough to understand what he can and can't do with it to avoid intentional grounding.
