I read some of it and what the heck is he talking about in this quote about Regan.

Obama said "Ronald Reagan's efforts on arms control and embrace of perestroika not only improved relations with the Soviet Union, but empowered dissidents throughout Eastern Europe."

Arms control with the Soviet Union? I thought it was an arms race and we just out spent them until they gave up and went broke and when did he embrace Perestroika? Maybe I'm missing something here.
