The Rule just wants to make sure that owners interview at least one or two qualified minority candidates. Nothing in the Rule says that owners have to hire these minority candidates. I highly doubt that in the past couple of years, a less qualified minority candidate has been hired over a qualified non-minority; or that non-minority candidates have lost opportunities because of the Rooney Rule. Also, the Rule gives teams the flexibility of bypass it if an assistant becomes a coach-in-waiting (i.e. Mora Jr. in Seattle).

For people that are "concerned" about how this affect minority candidates in regards to having these interviews when there's a clearcut candidate in mind, well they have the option to decline these interviews just like it happen in Detroit when Mooch was hired. Otherwise, I'm sure some young minority head coach or executive would see an interview as an opportunity.
