I can tell you this.

#1- We don't know why he was dealing with the first juvenile, but "if" the officer had a legal reason to be dealing with that juvenile, then the second juvenile was obstructing his justice. Hopefully she was charged and possibly jailed as well.

#2- The two worse situations an officer can find himself in is a traffic stop. A lot of officers are killed walking up on a car and the second worse situation is a domestic where a husband or wife might try to defend their spouse. When it comes to juveniles there is no respect of the law. Only a few have it. The rest act just like this situation with their thinking that the police or anyone has no right to touch them. You can clearly hear the girls saying "you aint got no right to touch me." If she was breaking the law or about to break the law the officer has every right to put his hands on them. Kids don't get this. In this situation the girls friend tried to get involved and help get the officer off of her friend. That alone is against the law. Now the officer is in a bad spot with two females and a crowd of people he doesn't know and they are ganging up on him. No matter how you look at it if the officer felt, being the last line of the law, that his life was in danger based off of what they were saying and doing and possibly what they already had done... I don't have a problem with what he did. Plus I'm betting a jury wouldn't either.

I'll admit it looks bad, but when it get picked a part by the Commonwealth's Attorney, the officer did what came natural when he felt his life was in danger. Punches can be used as stunning techniques in order to gain control of the situation. Which is exactly what he did.

#3- For those wondering why he never called for back up.... perhaps it was on it's way. He might have been called to juveniles fighting and when he arrived he decided it was best to take that girl into custody first and all hell broke loose.
