I don't think it would be a vision-related issue, because he can cover very well most of the time.
Does he have small hands? They're definitely not "soft" in the way announcers and scouts describe WRs' hands when they can catch well. I think it's just something he can't do. I'm white and can't jump. He's a CB and can't catch.
