Both PS and brake fluid are hydraulic fluid so they tend to absorb moisture/water once they gather enough then tend to break down and could impede the performance of your brakes/steering and/or ruin parts like calipers/master cylinders and pumps. Eventually you need them done I usually do both in the 5th year of the cars life, mileage really is not a factor. I am thinking your check engine light is a mis-fire as well maybe over multiply cylinders. If I were you I find another local wrench before going to the dealership (stealership), if it is not warranty work I don't go to a dealership.
