Not necessarily, they did have one KO for a TD which went 103 Hess last night. I can't remember which team... The Patriots? I not sure. And yes it could have been against scrubs but its a possibility with the right blocking. The new rule definitely de-emphasizes the role of a kick returner. And for a guy like Banks that offers little at any other position, I don't see how you can say he's not on the bubble.
