The Cowboys and Giants are likely in "cap hell", although the Giants have let a ton of players go so this may have changed for them.
I had heard the Cowboys were about $4mil under the cap BEFORE this $10mil punishment. Philly just said they aren't planning any big moves and declined on Landry, so they must not be in great shape.
