Kirk Cousins was projected to be drafted in the second round and many general managers had a 1st round grade on him. He was certainly expected to be drafted before Nick Foles, who was taken in the 3rd round by the Eagles. How Cousins fell to the 4th round no one knows. But getting him there was certainly a steal for the Redskins.
