Well I can't speak for Dominion, BARC, etc. I can only speak for PEPCO. And...well they get no sympathy from me. If they were better prepared in lesser situations I'd be sympathetic to their plight right now. But time and again they fail to deliver in what should be the most minor of situations. The guys out in the heat restoring power aren't the ones making the decisions that leave the company ill prepared for these types of situations.
