Part of Cousins problem was he had to use Banks as a primary receiver, I think some of that was by design from the coaches to see if he can play WR. We shall see, 3 more games to play for Mr Cousins.

Rex has value as a short term starter. Obviously if RG3 goes down for the season, it might make more sense to start Cousins but I think it would also depend on where the team is at in the standings.
