It was most defiantly Collusion, and even if they don't return or cancel the cap hit, I am just begging that they punish that P&!@K Mara, since it is blatantly obvious that he pushed it only against his division rivals. I hope they take the full amount that all of the teams that were penalized and charge it to Mara, then he can enjoy trying to figure out how to maintain personnel with roughly 50 MIL missing from his cap.
