Ok, after some deducing through some old articles I think it's 61 including the practice squad

Kansas City Chiefs President Carl Peterson announced on Wednesday that the club has agreed to terms of a three-year deal with S Clint Finley. He was promoted to the team’s 53-man roster from the practice squad

So my understanding from this is that it's 53, not including the practice squad. I know there's a place where all the NFL rules can be found. I just can't find it right now
