I think the redskins and hall can meet halfway if both are really seriously interested in having hall being a redskin and if these really are the proposed numbers - I say somewhere around $14m.

Hall is a very good cover corner with underrated skills; he's not a shutdown corner, but who is nowadays? Plus he provides some threat to opposing qbs in his ability to snatch interceptions and return skills. That's something that the redskins lack in the secondary.
