I believe BP is responsible for the entire cleanup bill based on laws enacted after the Valdez spill.
Which was just a compromise in order to help get the energy reform motions going. This is a live illustration of the costs of compromise when it comes to these things. What if 5 new rigs go up, 3 are built by the same company, have a design flaw and all of them end up failing, or even just two at once?

Meanwhile, just like the bailout, the Republicans will pretend that they never wanted it or pushed for it most likely.
