Correct. Rivers was drafted in '04. Brees's last year in San Diego was '05.

Yes. They drafted him when Brees was the starter, but he wasn't the Brees we know today. He was barely struggling to hold on to the starting job over Flutie. So in 2004 the Chargers drafted Rivers. But he held out for most of training camp so Brees was the starting QB going into the season and ended up having a monster year. Then he got franchised and had another huge year in 2005.
